Services Available at: Centers for Independent Living in Oregon "Independent living" (IL) means that people with disabilities have the opportunity to make decisions about their lives and pursue activities of their choosing. "Centers for Independent Living" (CILs) are organizations operated by people with disabilities, for people with disabilities. The CIL's mission is to help people with disabilities live as independently as possible in communities that understand and value their contributions.
